[Global] Increased rate of DNS resolution errors

On 2020-02-13, at 16:52–17:17 UTC, some customers may have experienced a small amount of DNS resolution errors. This was due to the staged rollout of new network configuration over a small percentage of traffic. This deployment was incorrect, and was reverted as soon as our monitoring surfaced the issue. Clients attempting resolution a second time received the correct answer from our name servers.
